I cannot scroll on linked pictures. For example, I included a 'link' in an excel spreadsheet for a picture (.png). When I click on it, it opens the picture, but it doesn't allow me to scroll to the next picture. I have many other pictures in the same folder.
Also, when I open the picture directly from the folder, it opens the picture and it does allow me to scroll through the pictures. My guess it has something to do with the 'linked' pictures. I had no issue scrolling through linked pictures with Windows Photo Viewer (Windows 7).

If you have a lot of pictures in the Photos App, it can be time consuming to scroll through pictures to find what you're looking for. Luckily, there is an easy shortcut to scroll to the top or bottom of the pictures in an album.

The feature works without any hiccups on most of the Windows 10 Laptops, but for some users, the ‘2 Fingers Scroll Is Not Working’. To peek inside any folder — including one in your Pictures folder — double-click that folder’s icon, and the folder’s contents appear, shown here. The bottom edge of the Windows Photo Viewer offers controls for viewing your photos. The Ribbon’s View tab works best when you’re viewing or organizing photos. Determines how big the photos should appear on the screen. At 100%, photos will take up the entire screen. This setting only applies to pictures that are a higher resolution that your computer screen. If you want all pictures to take up the entire screen, set this to 100% and check the 'Stretch Small Pictures' check box (described next).
How To Scroll Through Pictures In Windows 10
Go to the Photos App and open an Album. It will show you the place in the album where you left off.
To get to the oldest photos, tap the top of the screen, near the time. You'll go to the oldest photos.
How To Scroll Through Pictures Windows 10 Pro
To go back to the most recent photos, tap the bottom of the screen, in between 'Photos' and 'Shared' or 'Shared' and 'Albums'. You'll go to the most recent photos.
